Ökonomie an der Grenze – begrenzte Ökonomie? Zur Perzeption von Verlust und Gewinn im deutsch-französischen Übergangsraum seit dem 19. Jahrhundert

Abstract:

Die vielfachen Grenzwechsel und die zeitweilige hohe Präsenz von Militär im linksrheinischen Übergangsraum zwischen Deutschland und Frankreich seit dem 19. Jahrhundert sowie der Prozess der europäischen Integration seit der zweiten Hälfte des 20. Jahrhunderts beeinflussten maßgeblich die Entwicklung der regionalen Ökonomie im deutschen Südwesten. An ausgewählten Fallstudien untersucht der Beitrag in einem ersten Schritt, wie die regionale Wirtschaft vornehmlich im Süden des heutigen Gebietes von Rheinland-Pfalz auf diese politischen Koordinaten reagierte und welche Handlungsspielräume die wirtschaftlichen Akteure jeweils nutzten. Diese Perspektive wird in einem zweiten Schritt mit der politisch und medial vermittelten Außendarstellung der Region verglichen. Damit soll die Frage beantwortet werden, wie sich die Narrative von der Grenzlandschaft als ökonomische Verlierer- oder Gewinnerregion und als wirtschaftlicher Gunst- oder Ungunstraum vom 19. Jahrhundert bis zur Gegenwart veränderten. In einem Ausblick soll dieser Befund mit der Entwicklung im angrenzenden Elsass verglichen werden.

Economy at the Border – Restricted Economy? About the Perception of Profit and Loss in the German – French Transition Space since the 19th Century

The frequent border crossing and the temporarily high presence of military in the transition space on the left bank of the Rhine between Germany and France since the 19th century as well as the process of European integration since the second half of the 20th century influenced the development of the regional economy in the German South West significantly. Using sume selected case studies this paper investigates in a first step in what way the economy mainly in the southern part of the area of today’s Rhineland-Palatinate reacted to these focal points of political discord and which new rooms for manoeuvre/ shaping options the economic players respectively used. In the second step, this perspective will be compared with the political and the mediatic external presentation of the region. By doing so the question shall be answered how the narratives that the border landscape is an economic loser or winner region and that it is a profitable or not so profitable area have changed from the 19th century up to the present.These findings shall be compared with the development in the neighbouring Alsace in an outlook.
