DESCRIPTION:In the 1960s the concept of “equal opportunities” fundamentally changed the way, different social actors in West Germany addressed social inequality. Issues of social cohesion and social tensions as well as ways to reduce these tensions were increasingly negotiated with regards to children and through shaping childhood and child-raising. The extent to which early childhood initial conditions of individual life courses drew the attention of social scientists, politicians and the public and critical debates evolved around the diverse circumstances in which children grew up. Initially, these debates focused on economic differences, but soon they began to include further dimensions of social inequality. For all the actors involved, the concept of equal opportunities required new justifications and practices of social state intervention. As a result, Education and family policy became a core area of Federal Republic policy. At the same time, from the perspective of individual Germans, the conflicts about one’s own place in society – and that of one’s own children – increasingly centered on earlier phases of life and upbringing.
The section discusses how the design of childhood has become the basis of new forms of economic, social and cultural distinction, which are still at the centre of current debates about “helicopter parents” and “Hartz IV families”, private schools and child poverty, support for girls and migrant children. The papers presented examine the origins and intricate paths of the development outlined here with a view to different dimensions of the connection between childhood and inequality during the 1970s and 1980s.
