SUMMARY:[Historikertag 2023] “Democracy at Work.” New Perspectives on Labour Market Participation
DESCRIPTION:The development of democracy and participation in modernity is receiving increasing attention from historiography, whether as a description of a crisis in present-day democracy or as a rather perplexing success story of democratization since the imperial era. Too often, the focus is on state institutions and electoral issues.
Since the industrialization, the question of political participation of the working class has marked a societal conflict. This was not only about parliamentary procedural issues, but also about participation in the workplace and working world. The workers' movement developed collective forms of action and organization as well as interpretive patterns, which were already confronted with the problem of representation of the "oligarchic tendencies of group life" (Robert Michels) in the imperial era. The structural inclusion and exclusion of different actor groups does not allow for a linear history of the rise of organizations any more than a linear history of the decline of trade unions since the 1970s.
In recent years, there has been a growing desire for democratic participation from civil society, while at the same time there is a sense of political disenchantment and scepticism. Once "left-wing" questions about participatory forms of socialization are being re-asked, not least in discussions about alternative work models.
The contributions of the section discuss the role of conflicts within the world of work in the development of democracy in Germany since the 19th century. Specifically, what forms of democratic participation have people "earned" since then, what has been gained, what has been lost? How did "work" influence the understanding of democracy? Based on impulses from a renewed (global) labor history, we ask whether one can really write the history of democracy today beyond the opposition of capital and labor.
