SUMMARY:[Historikertag 2023] Sanctions Regimes: Emergence, Practices and Effects since 1945
DESCRIPTION:Since the 20th century, sanctions have increasingly become a means of exerting political pressure on individual states. The panel examines from different perspectives how sanctions regimes emerged during the Cold War and afterwards, how they changed and what effects they had in each case. Sanctions are broadly understood as systematic restrictions on economic, political, or cultural exchange between states in order to enforce a change in political policy. They can thus be used to identify changes in international norms and forms of interaction. The panel considers the respective forms of sanctions not only as foreign policy strategies, but also as an expression of a changing canon of values within society. Precisely because sanctions have consequences for all sides, they go hand in hand with social negotiation processes.
The panel deals with sanctions regimes from the perspective of North America, Western and Eastern Europe and includes different international alliances and organizations. While research to date has focused primarily on individual boycott actions by the population (especially against the apartheid regime in South Africa), this panel broadens the perspective. Beyond the sanctions that were adopted, their implementations and their end are considered: How were they practiced, circumvented and softened? The panel examines why certain constellations resulted in sanctions, while similar occurrences in other states tended to have no consequences. In particular, the changing influence of media, NGOs, political alliances or even the human rights issue will be in the foreground. Sanctions in contemporary history have received little research attention. While social science studies tend to emphasize their ineffectiveness or even the solidification of autocracies through them, the panel differentiates this assessment from a time-historical perspective.
